The Solana Beach City Council approved a resolution July 17 for the city manager to sign a contract for surf camera monitoring, as well as cloud-based video storage of closed-circuit cameras.
The contract, with Eye P Solutions, is worth a maximum $9,596 for the 2025-26 fiscal year and allows for extensions of up to $4,000 per year.
According to a city staff report, the city installed cameras in 2021 through a contract with Siemens Industry as part of the Coastal Storm Damage Reduction Project by the U.S. Army Corps of Engineers. The cameras and the CCTV “allowed the City to record and establish a baseline of existing wave and surf conditions in the City before the placement of sand,” according to an agenda report.
The city has continued monitoring the surf at the Marine Safety Headquarters at Fletcher Cove, Tide Beach Park satellite lifeguard station and top of the staircase, and Del Mar Shores Beach satellite lifeguard station.
“The purpose of the video cameras and use of CCTV technology allowed the City to record and establish a baseline of existing wave and surf conditions in the City before the placement of sand,” according to the city agenda report. “The cameras are also used to objectively evaluate post-project wave and surf conditions for two years following the conclusion of the USACE project.”
The city received five proposals for the contract after releasing a request for proposal in April, according to the agenda report, and the one from Eye P “succinctly addressed all the needs.”
